State Asset Management and Public Procurement Service

Department functions:

1. In the field of state asset management:

1.1. to organize the lease and lending of state tangible property managed by the State Property Trust Agreement of the College in accordance with the legal acts regulating the procedure of lease and lending of state tangible property;

1.2. to organize public lease tenders for state tangible property;

1.3. to prepare draft agreements for the lease and use of state tangible property;

1.4. to organize the transfer and reception of state tangible property;

1.5. to keep records of state tangible assets leased or lent;

1.6. to perform other functions related to the management, use and disposal of state tangible assets managed by the State Property Trust Agreement of the College.

2. In the field of public procurement:

2.1. to administer and organize the execution of public procurement of goods, services and works in the College in accordance with the Law on Public Procurement of the Republic of Lithuania and other legal acts;

2.2. to organize the preparation and publication of the annual procurement plan and procurement summary of goods, services and works in accordance with the procedure established by legal acts;

2.3. to calculate the procurement values ​​of goods, services and works in accordance with the procedure established by legal acts;

2.4. to prepare, coordinate, endorse public procurement documents, except for technical tasks / technical specifications, in accordance with the procedure established by the College;

2.5. to organize the work of the public procurement commission and prepare procurement documents for the commission, except for the technical tasks / technical specifications;

2.6. to advise the staff of the College on the issues of public procurement;

2.7. to coordinate, collect and analyze information on public procurement in the College;

2.8. to carry out the timely submission of public procurement reports to the Public Procurement Office in accordance with the procedure established by legal acts;

2.9. to organize and coordinate the publication of information on public procurement in the College on the College’s website;

2.10. to timely adjust the College’s simplified public procurement rules and other documents of the College regulating the procurement of goods, services and works.

3. To prepare files of documents of the Office and transfer them to the archives of the College for storage in accordance with the procedure established by legal acts.

4. To perform other functions established by legal acts, assignments of the Director of the College and the Deputy Director for Research and Development on the issues of organization of public procurement and lease and use of state tangible assets managed by the College’s State Property Trust Agreement.

5. To participate in the projects of updating and improving the quality management system of the College, to contribute to their implementation.

6. To provide information to the College community and the public about the activities of the Office and the results achieved.
